Whereas, we find that current
management practices of the National Marine Fisheries
Service for Bluefin Tuna are discriminatory and
lead to an inequitable distribution of opportunity
to land these fish. Furthermore, we find that
opening a winter fishing season and allocating
an equitable portion of the total United States
ICCAT quota for Bluefin Tuna to that season would
aid in assuring the non-discriminatory goal at
the Magnuson-Stevens Act. Therefore, we form
the Winter Bluefin Association, Incorporated
with the mission of compelling the National Marine
Fisheries Service to recognize these facts and
adjust their management policy and practice to
eliminate seasonal bias. Additionally it is the
goal of the Winter Bluefin Association, Incorporated
to address scientific, educational, informational,
or other management issues of Bluefin Tuna worldwide
as may arise.
